7.5.7 Handling and stowage
7.5.7.1 Where appropriate the vehicle or container shall be fitted with devices to facilitate securing and handling of the dangerous goods. Packages containing dangerous substances and unpackaged dangerous articles shall be secured by suitable means capable of restraining the goods (such as fastening straps, sliding slatboards, adjustable brackets) in the vehicle or container in a manner that will prevent any movement during carriage which would change the orientation of the packages or cause them to be damaged. When dangerous goods are carried with other goods (e.g. heavy machinery or crates), all goods shall be securely fixed or packed in the vehicles or containers so as to prevent the release of dangerous goods. Movement of packages may also be prevented by filling any voids by the use of dunnage or by blocking and bracing. Where restraints such as banding or straps are used, these shall not be over-tightened to cause damage or deformation of the package. (x)

The requirements of this paragraph are deemed to be complied with if the cargo is secured in accordance with standard EN 12195-1:2010.

7.5.7.2 Packages shall not be stacked unless designed for that purpose. Where different design types of packages that have been designed for stacking are to be loaded together, consideration shall be given to their compatibility for stacking with each other. Where necessary, stacked packages shall be prevented from damaging the package below by the use of load-bearing devices.

7.5.7.3 During loading and unloading, packages containing dangerous goods shall be protected from being damaged.
Note: Particular attention shall be paid to the handling of packages during their preparation for carriage, the type of vehicle or container on which they are to be carried and to the method of loading or unloading, so that accidental damage is not coused through dragging or mishandling the packages.

7.5.7.4 The provisions of 7.5.7.1 also apply to the loading, stowage and unloading of containers, tank-containers, portable tanks and MEGCs on to and from vehicles.

7.3.3.6
Packages containing dangerous goods and unpackaged dangerous articles shall be secured by suitable means capable of restraining the goods (such as fastening straps, sliding slatboards, adjustable brackets) in the cargo transport unit in a manner that will prevent any movement during transport which would change the orientation of the packages or cause them to be damaged. When dangerous goods are transported with other goods (e.g., heavy machinery or crates), all goods shall be securely fixed or packed in the cargo transport units so as to prevent the release of dangerous goods. Movement of packages may also be prevented by filling any voids by the use of dunnage or by blocking and bracing. Where restraints such as banding or straps are used, these shall not be over-tightened to cause damage or deformation of the package or the securing points (such as D-rings) within the cargo transport unit. The packages shall be packed in such a way that there will be a minimum likelihood of damage to fittings during transport. Such fittings on packages shall be adequately protected. Where restraints such as banding or straps with integral container fittings are used,care should be taken to ensure that the Maximum Securing Load (MSL) of the fittings is not exceeded.

Art. 22 Load
(1) The cargo including cargo securing devices as well as loading devices are to be stowed and secured in such a manner that, upon full braking or sudden evasive maneuver, they themselves cannot slide, tip over, roll around, fall down or cause avoidable noise. The acknowledged technological regulations are to be observed in the process.

Art.101. Loading
(1) Irrespective of the provisions of Para. 2 and 5, the loading of vehicles and trailers is only permissible if


e) the cargo as well as individual parts of it are secured on the vehicle or by suitable equipment so that they can withstand the forces generated in normal driving operation and the safe operation of the vehicle is not impaired and no one is put at risk. The individual components of a load must be stowed and secured with suitable equipment in such a manner that their position to one another as well as to the walls of the vehicle can only change slightly [...]. If required, the load or individual components are to be secured with lashing straps, clamping bars, transport airbags, anti-slip mats or combinations of suitable loading equipment. Load securing is also sufficient if the total cargo area is completely filled in every position with cargo pieces [...].

(1a) If an authorized person other than the driver or registered owner is available to load vehicle or trailer, said person is obligated to ensure that Para. 1 Letters a through c are complied with irrespective of Art. 102 Para. 1 and Art. 103 Para. 1.
